URGENT ACTION ITEM
SUPPORT toll collection and billing reform. Stop the excessive toll fines and criminal penalties by CALLING Chair Canales to ask him to call for a vote on HB 3314!

Then call House Transportation Committee members to vote 'Yes' on HB 3314.

Our GOOD bill is HB 3314.

Here's what it does:
- Institutes a more uniform, transparent billing process across all toll entities to help reduce confusion among drivers who get bills from multiple toll entities. It clearly tells the driver the amount owed, when it is due, and that a fee can be imposed if not paid on time.Gives drivers at least 30 days to pay prior to any fines or fees being imposed.

-Caps the administrative fee at $6 per billing cycle & caps the administrative fees at $48 a year.

-Repeals the criminal penalty for unpaid tolls. Thecivil penalty is capped at $25 every 6 months.

-Requires toll entities to set-up payment plans for any outstanding toll bills after second invoice.

-Requires toll entities to immediately notify drivers of an inoperable toll tagso that fines and fees don’t pile-up without the driver’s knowledge or ability to remedy it first. 

The House overwhelmingly adopted almost identical toll billing reform language in 2017 by a  vote of 136-3  (Minjarez amendment to TxDOT sunset bill, SB 312). But it only applied to TxDOT. HB 3314 would bring the other toll entities into compliance with what the legislature passed in 2017.

It's LONG overdue and drivers need relief and to have a consistent, predictable fine and fee strucure across the state, no matter what toll road they're using.
