Texans Uniting for Reform & Freedom (TURF) compiled this Voter Guide to gauge candidates' positions on toll roads, transportation policy (including accountability and transparency), and property rights. Based on each candidate's answers to our survey, they received a grade.
NOTE: This guide includes contested races (so those with no opponent do not appear in this guide).*It also includes candidates who returned our survey in writing (filled out by the candidate him or herself). You can’t trust what they tell you until they’re willing to put it in writing (and even then we have trouble holding them to it!). Since so many candidates never fill out our survey, we also did our own research on some of these key races and also provide a 'recommended list,' not to be confused with Texans for Toll-free Highways' actual endorsements based on its findings (NOT based on commitments made by the candidates in writing). So be forewarned, those candidates are considered the best option, but in no way implies they've signed onto our legislative agenda. The below candidates will appear on the General Election Ballot.

Vote ’No’ on Austin’s Proposition A Project Connect rail and transit bond. This would increase city property taxes 25% (dedicating 8.75% of city property taxes to this boondoggle) and cost taxpayers $7.1 billion. That’s just the down payment. That $7.1 billion wouldn’t even cover operation and maintenance costs (see this article in the Austin Business Journal). That doesn’t fund the whole system. They’re proposing a massive light rail system (for the third time, expanding it’s already nationally recognized embarrassment with its metro rail line), converting its fleet of buses to all electric, and an all electric bike fleet at transit hubs. Putting such a mass transit system before voters during a pandemic adds insult to injury, especially in light of mass transit being cauldrons for the spread of coronavirus (even the CDC cautions against its use). Then there’s the massive increase in residents working at home. Many of which will be permanent, even after the COVID crisis passes.
Vote ’No’ to Proposition A, which carves out another 1/8 of 1% of the city’s Advanced Transportation Tax to Via Transit (this is in addition to the 1/8 of the ATD tax it already receives). This diverts core city road tax revenues to an agency that already wastes millions in taxpayer dollars, runs fleets of empty buses, and forces bus/HOV lanes on our highways stealing road capacity from commuters. Via spent $38 million on a park and ride boondoggle for a 3 mile bus priority lane it forced on the US 281 corridor. It’s sits unfinished and the park and ride garage is virtually empty. When we tried to take pictures of it, a security officer told us we could not take photographs of this disgrace. They don’t want you to see or know how badly they wasted YOUR money. The last thing taxpayers should do is give this agency MORE money!

*** Bexar County Commissioner Precinct 3 - Trish DeBerry DeBerry is the establishment, pro-toll candidate. In another contract her firm got from the toll authority, it prepared a Powerpoint to train TxDOT employees and elected officials how to slap down arguments of anti-toll spokespeople and how to discredit them with misleading talking points. A vote for Trish DeBerry is a vote for toll roads in Bexar County. Not only does she have a conflict of interest if she were to be an elected official and be in position to profit from public contracts, she’s guaranteed to be tone deaf to the taxpayers who don’t want toll taxes since she’s already joined at the hip with the toll proliferators financially.

* For example, Chip Roy is consistently an A+ rated candidate and officially endorsed by Texans for Toll-free Highways, however he does not have a primary opponent so he does not appear in this Primary Voter Guide. *** HD 12 - Chris Putnam has a rock solid record of fighting BAD transportation projects when he fought TEXRail as a Colleyville Councilmen. It shouldn’t surprise us to find out that the majority of elected officials rammed TEXRail through over the loud objections of taxpayers and its ridership has proven anemic. Another boondoggle! We know we can count on Putnam to fight to keep Texas toll-free and be a champion for taxpayers on transportation issues across the board.
*** HD 106 - Jared Patterson While his grade from session turned out to be an A, we think voters should know he co-authored HB 1951, that would have authorized UNLIMITED private toll road contracts forever, and did not remove his name from the bill even after we pleaded with him multiple times until after it was clear it lacked the votes to pass the House at the very end of the session. Texans Uniting for Reform & Freedom (TURF) compiled this Voter Guide to gauge candidates positions on toll roads, transportation policy (including accountability and transparency), and property rights. Based on each candidates answers to our survey, they received a grade. If an incumbent is running for office, we placed an (I) next to their name and list their average grade on TURF’s Report Cards based on their actual voting record. TURF Report Cards are published after each legislative session is completed. View the results of the 2018 Primary Voter Guide below. NOTE: We focussed on contested primary races. If you do not see a candidate’s name or race below, it’s because he/she did not return our Voter Guide candidate survey and/or they do not have a contested primary.

* While Rep. Minjarez’s grade is based on her overall voting record, she authored and fought aggressively for the best toll collection reform we’ve ever had. It passed and became law as SB 312 in 2017. She also did not vote in favor of handing Loop 1604 and 20 other Texas highways over private toll operators. Though these two actions were not enough to bring up her overall score, our supporters need to be aware of these two key actions that made a big difference.

Vote ‘No’ on the entire San Antonio Bond.
The Bond would convert auto lanes into bike lanes and shrink road capacity actually causing congestion. It also asks further generations to repay billions in bond debt and will necessitate a tax increase down the road. City leaders need to prioritize existing tax revenues and focus on funding the core functions of government so they don’t have to continuously issue new bond debt to pay for basics like road and bridge repair.
Ivy Taylor (incumbent) - Report Card as current Mayor is a ‘D’
Mayor Taylor did not return TURF candidate questionnaire. Taylor is big on central planning and believes in social engineering, meaning implementing policies that try to manipulate drivers to ditch their cars and get into transit or walk or bike to work. She did earn some points for the city appointees on the MPO ultimately voting to remove tolls from 281 & I-10.
Ron Nirenburg - Report Card grade is an ‘F’
This is based on his voting record at the local transportation policy board, the AAMPO. He’s consistently voted to toll San Antonio freeways even when other sources of funding have become available. Note: His candidate survey was a C- (he didn’t support tolling existing lanes, but supports all forms of tolling on new lanes and shrinking the number of auto lanes on roads to make way for bike-bus lanes). Translation: Your record speaks louder than words.

Toss-up, no good choice -
Will Hurd - CD 23 (voted to continue taxpayer subsidies for toll roads and to allow more states to toll existing interstates by ‘Yes’ vote on the FAST Act.) vs. Pete Gallego (Earned F on TURF 2011 Session Report Card while a State Rep.)
For Texas Supreme Court, we recommend supporting all the current incumbents running for re-election (there are 3 up for re-election). They’ve been very good on property rights cases and have given us great case law to support future landowners faced with eminent domain abuse.
Valoree Swanson - HD 15 -- (A rated and endorsed by Texans for Toll-free Highways)*
Jonathan Stickland - HD 92 -- (Earned A+ on TURF 2015 Session Report Card and endorsed by Texans for Toll-free Highways)*
Rodney Anderson - HD 105 -- (Earned B- on TURF 2015 Session Report Card and endorsed by Texans for Toll-free Highways)*
Matt Rinaldi - HD 115 -- (Earned A+ on TURF 2015 Session Report Card and endorsed by Texans for Toll-free Highways)*

Cindy Burkett - HD 113 -- (Earned C grade on TURF 2015 Session Report Card)*
Kenneth Sheets - HD 107 -- (Earned C grade on TURF 2015 Session Report Card)*
* Opponent did not respond to survey.
Sam Brannon - San Marcos Mayor (longtime anti-toll supporter and activist. Endorsed by Texans for Toll-free Highways)*
Kevin Wolff - Pro-Toll incumbent for Bexar County Commissioner (has a long history of supporting toll roads. During the primary race, Wolff campaigned taking credit for removing tolls from the Hwy 281 plan. Once he won, he came out advocating tolls on 1604 because he doesn’t fear his Democrat opponent. Also was recently arrested for drunk driving)*
