Texans Uniting for Reform & Freedom (TURF) compiled this Voter Guide to gauge candidates positions on toll roads, transportation policy (including accountability and transparency), and property rights. Based on each candidates answers to our survey, they received a grade. If an incumbent is running for office, we placed an (I) next to their name and list their average grade on TURF’s Report Cards based on their actual voting record. TURF Report Cards are published after each legislative session is completed. View the results of the 2018 Primary Voter Guide below. NOTE: We focussed on contested primary races. If you do not see a candidate’s name or race below, it’s because he/she did not return our Voter Guide candidate survey and/or they do not have a contested primary.

*** Note: Ben Leman, Grimes County Judge, is also running in HD 13. He pushed a toll road on SH 249 in Grimes County in spite of massive public opposition. He flip flopped on the issue and the citizens there deserve someone they can rely to be ardently anti-toll. This is a tight race between Wolfskill and Leman. TTH proudly endorses Jill Wolfskill in this race.

* Senator Campbell had a rough first session (voting against us 4 out of 5 record votes), but she has steadily improved her record fighting against toll roads and in favor of transportation funding. Her establishment, Chamber of Commerce-backed opponent will lurch heavily in favor of toll roads and higher taxes.

Ina Minjarez (I) - avg grade in TX lege D *
* While Rep. Minjarez’s grade is based on her overall voting record, she authored and fought aggressively for the best toll collection reform we’ve ever had. It passed and became law as SB 312 in 2017. She also did not vote in favor of handing Loop 1604 and 20 other Texas highways over private toll operators. Though these two actions were not enough to bring up her overall score, our supporters need to be aware of these two key actions that made a big difference.
